Attention: Cubmasters, Scoutmasters, Committee Chairman and Charter Org. Reps.

The following is a list of new CRC Policy Changes:

·       Purchasing of Awards from East Hartford and Waterbury Scout Shop

            Effective: Immediately.  Buyers of awards MUST present a signed Advancement Report to the Scout Shop Manager at time of purchase.  Buyers that do not have this form will be denied access to the awards.  This new policy applies to the purchase of all Rank Awards (i.e. Bobcat, Tiger, Wolf, Bear, Webelos, Arrow of Light, Tenderfoot, 2nd Class, 1st Class, Star, Life, Eagle), Merit Badges, Webelos Activity Pins, Cub Scout Arrow Points and all other awards requiring an Advancement Report.  It has come to the attention of the Council Advancement Committee that an alarming number of units are advancing their scouts without completing the necessary paperwork.  This policy change is designed to ensure that every youth member receives full credit for his achievements and that all of his advancement is entered into his permanent record.  In the event that an additional badge or patch (providing that it has been properly earned and recorded) is needed for a scout that has purchased a second uniform or some similar situation, please contact your District Executive (Brian Fasci) for assistance.

·       Online Advancement

            Effective: 01/01/2010.  All Advancement Reports must be submitted online via the BSA Internet Advancement System.  Advancement Reports filled out by hand will no longer be accepted.  If you are unfamiliar with the online Advancement System please contact your District Executive (Brian Fasci) or District Advancement Chairman (Lonny Mo) for assistance in setting up an account.  It is recommended that this duty be assigned to a very organized and computer-savvy member of your Unit Committee.

·       Online Tour Permits

            Effective: 01/01/2010.  All Local and National Tour Permits must be submitted online via the BSA Online Tour Permit System.  Tour Permits filled out by hand will no longer be accepted.  To access the Online Tour Permit System you must set up a MyScouting account.  This can be done at www.scouting.org.  Simply click on the MyScouting tab at the top of the website homepage and follow the instructions.  Once you have created the account you will need to set up a Tour Permit template.  Instructions for doing this are located in your MyScouting account.  The Tour Permit template set-up is only done once and can then be accessed by registered leaders in your unit who have MyScouting accounts.  If you have any questions, please contact your District Executive (Brian Fasci) or Council Support Services Chairman (Bob Steele) for assistance in setting up an account.  It is recommended that this duty be assigned to a very organized and computer-savvy member of your Unit Committee.

·       Mandatory Leader Training

            Effective: 01/01/2011.  BSA National will mandate that all BSA Leaders MUST complete full training for their positions.  Leaders that do not comply with this mandate will risk being decommissioned.  CRC is urging all of its leaders to take steps this year to meet their training obligations.  To this end the Northwest Hills and all of the districts of the Council will be offering multiple opportunities to take the various leader training courses available through the BSA.  In conjunction with this, the National organization has made many of the required training modules available online via BSA MyScouting System.  You can access this system by creating your own MyScouting account at www.scouting.org.  If you are unfamiliar with this system please contact your District Training Chairman (Don Iannucci) for assistance in setting up an account.  More information about leader training requirements, online training accounts and training events offered by the NWH District will follow in a separate e-mail.
